Default Using 'to' with access

Hi, I have a question with regards to using or not using 'to' with the word 'access'.

1. We can gain access to something.
2. I want access to that database.
3. How do I access this website?
4. I don't know how to access that page, do you?

The question is: Why doesn't sentence no.3 have 'to' in it? When do we use 'to' with access?
