In Rural (People's Republic of) China people are generally pretty poor. Books, if any tend to be old / old-fashioned / written for Chinese teachers. i.e Its all in Chinese with the occasional English word to illustrate a point.
BUT China is a big place, any and all things are possible. Every now and then you find a place that the government has thrown some money at, or where there are a few wealthy people. And then there is the Internet. As long as you can get on line you can get anything ... it may arrive by donkey-cart, but you will get it. Better still, download some stuff. If you're lucky they will have a computer printer and maybe a gestetner to make some copies ...
What exactly is it you want to know really? Where in China?
