Question under performing pupils

Hey I have a few students whose reading ability is not fluent according to their age and level. I have one in particular who hates phonics and I can see why! It's so much hard work for him. He can't seem to read the word as a whole but instead he reads out the phonics as "h, a, m" then says "ham." After doing this for over a year there seems to be no improvement to his reading ability. He should be able to just look at the word by now and tell me what it says without sounding out the individual phonics. Perhaps there is another method of which I am unaware? He is a smart boy but this style of reading really stresses him out (and me since I have the pressure from the parents).
