at the latest
no later than the time or the date mentioned
- Applications should be in by next Monday at the latest.

Can the "by next Monday" and the "at the latest" be switched to emphasize the "latest"?

I wouldn't switch them, especially in writing.

In conversation, they may be switched, but that is normally because of the emphasis you mention.

Homework is due AT THE VERY LATEST by Monday.

This isn't very common either, and I doubt I would ever say it that way.
