If it was just one picture Someone has been cutting... would indicate a single action that continued for an inordinate amount of time and was continuing - unlikely in this...

Concepts like "recent events" are irrelevant -
It has been raining for two hours / since I got up - see explanation (a) it's an event which started in the past and continues to the present moment....
