Maybe you are confusing "have got to ~" with "get to ~"
"have got to ~" is the same as "have to"
Comparison examples:
I've got to present this report on Friday. (I must do it on Friday.)

No, it means you are allowed to do something. Some has let you or given you the opportunity to do something.
