There are schools like that in Vietnam, but there are also much better paying jobs in schools that have good support. ILA and Apollo are both known for having excellent resources. Some of the smaller schools want you to create a lesson seemingly out of no where. There is a school that I worked at as a favor one night that said they would have materials for me when I got there and it was a book and a worksheet. I know most of us have several lessons that we have down so if there is a whiteboard and you need to do a lesson on the prepositions of place -- no problem, or if you have some paper and they want you to work on the past simple, you've got something ready.
Teaching in Vietnam does mean having to think on your feet and some schools are unreasonable, but there are some good ones too.
