Correct versions :

(1) a strong wind / strong winds

(3) heavy winds

(4) The wind is blowing strongly. Possible but less likely than....
(5) The wind is blowing hard.

Weather collocations are, as you can see, weird. Some adjectives are fine with nouns, but the related adverb can't be used with the verb; some adjectives are fine with singular or plural nouns, some are restricted to plurals. And so on. it's the same for other weather conditions like rain, snow etc too
