When you want to use it as an infinitive, use to.

Averini seems to be thinking of the infinitive of BE, as here or in Shakespeare's line : To be or not to be, that is the question...

But if you mean, does to + infinitive ever follow BE, only in two cases :

1) to express a future event : President Obama is to visit Russia next week. You often see this structure in newspapers. It has the same meaning as BE GOING TO
2) to express obligation : You're to clear this mess up immediately - here BE followed by to + infinitive has the meaning MUST
