Have you tried teaching new vocabulary before starting the lesson? Like writing a list of "new words for today's class" and explaining the meaning? That could do the trick.

Writing your instructions on the board instead of trying to speak aloud so they can hear you? Using images that illustrate your instructions?

You have to be very creative since your class is small...

This is a very interesting game for communcation and fluency. To make it more interesting (and fun) give male characters to female students and vice versa. They would have to act out the characters...

Talk to your principal about the difficulty of teaching to a class of 1300 students. Then, suggest other ways to do that. For example, you should have games and activities in classroom for teaching...

Can you ask your students's parents some extra money fopr the copies? I do that here in Colombia. I just explain to them how important the photocopies are and how much time they save us.

I don't think being friendly is a problem. You just have to set classroom rules since the beginning and place them in a wall in the classroom. They should be visible all the time.
