picking up

I heard this phrase in a movie: "She's not picking up."
I'm talking about not picking up a phone.

Can someone tell me what "picking up" is in the phrase above? is it a phrasal verb? thank you!

phonetically looks like:
kæn aɪ bi fræŋk

Can is a modal verb and it can be reduced:
kən aɪ bi fræŋk

I read this in an American accent book:
