Graded Placement Tests

Hi, I'm a new user, with probably an old problem. I need to create some graded tests for students who can be any age from 3 to 16. I need to be able to have them go through the test stage by stage until they can go no further. We have the relevant books in our school, along with the flash cards, so I'm not looking so much for something to use 'out of the box' as I am for something that can be modified to suit our purposes.
