There might be a number of factors involved. When I taught teenagers in the past I overcame the problem of them being noisy and unmotivated by being both very strict about a clear set of rules that they had to follow and open to what interests them.

Have you asked them what their interests are? What's cool one year is not the the next so some activities lose appeal. What types of games are you playing? Certain games really engage teenagers.
