Have you heard... is correct. 2 would not be logical as this form (the second form of the verb) expresses an event which is distanced from the "here and now" - in this case confined to the past....

It might sound unnatural - it would depend on the context. Always provide a full context when you ask a question as it makes it much easier to answer - language use is always context dependent....

Both are possible. Grammar expresses meaning, and the speaker has the choice of which meaning s/he wants to express. So it depends whether you want to emphasise general understanding or specific past...

When you used "where", were you perhaps confusing "be up to" with "be off to" ?

"be up to" = do, so What are you up to? / What are you doing?

The first one isn't correct as, if you use "be up to" it should be "what", not "where".
"be up to " = do

What are you up to these days? = What are you doing these days? However, "be up to" often...

Hazlitt lived 200 years ago. As have said before, it is pointless trying to understand language that far ago in terms of contemporary English. The grammar was different and of little relevance to us...

Again, it depends entirely on the context. You can never judge the acceptability of a single phrase without knowing the context and co-text.

"since" means "from a specified point in the past up to another specified point"- ie the time fram covers two specified points. So its meaning precludes it being used with any verb which specifies...
